Mission Basundhara is a flagship program launched on 2nd October 2021 by the Department of Revenue and Disaster Management, Govt. of Assam. Under the leadership of chief minister of Assam, “Mission Basundhara” has been developed in a bid to streamline and resolve and to make land revenue services more accessible to citizens.

Mission Basundhara 2.0

It is expected that, the launch of Mission Basundhara Portal will reduce the pendency in updation of land records and public will receive stress-free and smooth services without visiting revenue circle offices.

The implementation of the mission shall enable achieving the goal of 100% Digitization of Maps and total Integration of Maps, Land Records and Registration for the State under DILRMP. The citizens shall have access to real time land records.

Components of Mission Basundhara

Basically, there are three components of Mission Basundhara. The components are as mentioned below –

i. Purification of land records in a mission mode:

ii. Polygon survey of yet to be surveyed 672 non-cadastral villages: The polygon survey of NC villages will pave the way for granting land rights to indigenous landless people inhabiting these villages according to Land Policy, 2019.

iii. Re-survey of 18789 cadastral villages of 27 districts using hybrid methodology: Re-survey of all cadastral villages will pave way to clear titles.

Core Services of Mission Basundhara

The Government of Assam has started the Mission Basundhara initiative from 2021 onwards. At that time, Mission Basundhara was a huge hit and more than 8 lakh applications were submitted. After that, the Government of Assam launched Mission Basundhara 2.0 on 14th November 2022 with many new services. Following is the list of all available services including old ones under the Mission Basundhara.

1. Settlement of Khas and ceiling Surplus land(NEW)
2. Settlement of Occupancy Tenant(NEW)
3. Settlement of special cultivators(NEW)
4. Settlement of hereditary land of Tribal Communities(NEW)
5. Settlement of AP transferred land from original AP holder(NEW)
6. Regularization of settlement of PGR VGR LAND(NEW)
7. Online payment of Land Revenue(NEW)
8. Field Mutation of Land by right of inheritance (Rural only).
9. Field Mutation of Land after deed registration (Rural only).
10. Field Partition of Land (Rural only).
11. Reclassification of agricultural land to non-agricultural land less than 1 bigha.
12. Allotment Certificate to Periodic Patta.
13. Conversion of Land from Anual Patta to Periodic Patta.
14. Striking out of name from patta.
15. Mobile Number Updation.
16. Name Correction.
17. Area Correction.
18. Office Mutation of Land (Both Urban and Rural).
19. Office Partition of Land (Both Urban and Rural).
How to Apply for Online Services at Mission Basundhara 2.0 Portal?

The desired person of Assam will need to visit the official web portal of Mission Basundhara to submit their online application for the above services. To proceed with the application process of this mission, the applicant has to login with his/her mobile number. ➥ Click on Online Application Form Link.
➥ The official portal of Mission Basundhara 2.0 will be displayed.
➥ Now, scroll down on that portal and go to “List of services” section and click on the “Apply Now” button of the service/s you want.
➥ A pop up window will appear, enter your mobile number and enter OTP and Verify.
➥ After successful login, you will get four sections – Land Details, Applicant Details, Documents and Review & Submit.
➥ Enter all required details and at the end click on the Submit button.
➥ Your application will be submitted for further processing.
